That if someone attacks Russia with Nuclear weapons for no good reason, they should strike back of course or vica versa, that is what a Nuclear deterrent is all about. However, it depends what he defines as Russia? Crimea is disputed by Ukraine and Kaliningrad simply does not belong to Russia, they took it by force during WW2 and one day they WILL need to give it back by peaceful or other means, especially as he has illegal Nuclear weapons on that territory pointed at us!
